Arthur Bowring,

Hong Kong Shipowners Association

Arthur Bowring is the Managing Director of the Hong Kong Shipowners Association and part time Maritime Arbitrator. He has a broad shipping background, which includes several years at sea as a deck officer, working as a ship surveyor for Lloyds Register, acting as an oil and dry cargo chartering and owning broker and freight trader for a major international trading house, handling marine insurance placing and claims and working as a consultant, handling investigative work, claims and project management. He is fellow and member of several professional associations and organisations.

David Chin,

Singapore Maritime Foundation

David Chin is the Executive Director of the Singapore Maritime Foundation. The Foundation was established to co-ordinate the various maritime sectors in the development of Singapore's Maritime Hub. Mr Chin is concurrently a Consultant to the Ministry of Trade and Industry on trade issues. Mr Chin started out his career as an apprentice with a shiprepair yard, later progressing through a variety of operational and commercial management positions. In 1985 he entered government service with the Trade Development Board, now known as International Enterprise Singapore, serving in a variety of positions to become deputy Chief Executive in 1994. Mr Chin was awarded the Public Administration Medal (Silver) on National Day in 1993 and the Public Administration Medal (Gold) on National Day in 2000 by the President of the Republic of Singapore.

Marcus Hand,

Lloyd's List, Chairman of judging panel

Marcus Hand is Associate Editor Asia of leading global daily maritime newspaper Lloyd's List. Based in Singapore Marcus is in charge of the newspaper's expanding Asian coverage, with a team of print and internet journalists based in Singapore and Hong Kong. He is also Associate Editor of the bi-monthly magazine title Lloyd's List Maritime Asia published from Hong Kong. He has over a decade's experience reporting on the maritime and shipping industries in Asia, and was journalist with the Singapore Business Times prior to joining Lloyd's List in 2000, and has been living in Singapore since 1994.

Nazery Khalid,

Maritime Institute of Malaysia

Nazery Khalid is a Senior Fellow at Maritime Institute of Malaysia (MIMA), a maritime policy think-tank. His research focuses on maritime economics, particularly, ports, shipping, multimodal transport, freight logistics, offshore oil and gas, maritime supply chain, and maritime trade issues. Nazery has presented talks and papers at many international conferences on a wide range of maritime issues. He has published over 100 articles, research papers, commentaries and chapters in books which have appeared in various publications and journals and authored books on ship financing and multimodal transport development in Malaysia. Nazery holds a Bachelor of Arts degree in Business Administration from Ottawa University, Kansas, USA and an MBA from International Islamic University, Malaysia.

Oh Kong-Gyun,

Korean Register of Shipping

Oh Kong-Gyun is Chairman and CEO of the Korean Register of Shipping, a spot he has served in since 2007. Mr Oh is also current Chairman of IACS and has served in various senior positions within the Ministry of Land, Transport and Maritime Affairs of the Republic of Korea for more than 28 years. Between 1979 and 1995, he held ship safety inspection related posts at various maritime and port authority Offices. Mr Oh worked as a representative of the Republic of Korea to the International Maritime Organization where he worked from 1995 to 1998. Mr Oh returned to Korea to work as Bureau Chief of the Korean Maritime Safety Tribunal from 1999 to 2004 and became Chairman and CEO of the Korean Register of Shipping in 2007.

Tadashi Masuda,

Japan Association of Marine Safety

Tadashi Masuda served in an alternating seagoing capacity on board Japan Coast Guard vessels as well as Japan Coast Guard's shore based offices throughout Japan. Mr Masuda served as Commanding Officer of Patrol Vessel 'Chikuzen' and subsequently the 'Settsu'. In the course of his career, he was made Training Director of the Japan Coast Guard Academy, based in Hiroshima Prefecture. Mr Masuda also was promoted to Director of Guard and Rescue of Akita Prefecture and subsequently served as Director of Guard and Rescue at Kobe Prefecture, with his last posting as Director- General of the Yokohama Regional Coast Guard Headquarters. Upon retirement, Mr Masuda assumed his present position as Executive Director of Japan Association of Marine Safety.

Marlon Rono,

Filipino Association of Mariners Employment

Marlon Rono has been in the shipping industry for more than 20 years. He is currently the Chief Operating Officer of the Magsaysay Maritime Corporation, a shipping and human resource company that provides seafarers from the Philippines, Indonesia, China and Eastern Europe for the Maritime and Cruise industries. He is also the President of the Magsaysay Global Services Inc., a human resource company that provides highly skilled and professional personnel for the offshore and shore-based operations. He is also the current President of the Filipino Association for Mariner's Employment (FAME), the largest association of manning companies in the Philippines and the Chairman of the Joint Manning Group (JMG), a federation of all maritime manning agencies in the Philippines.

Tan Beng Tee,

Maritime & Port Authority of Singapore

Tan Beng Tee is the Group Director (International Maritime Centre) of the Maritime and Port Authority of Singapore (MPA). In her capacity as Group Director (International Maritime Centre), Ms Tan is actively involved in promoting and developing Singapore into a premier International Maritime Centre. Prior to her appointment as Group Director in MPA, Ms Tan was the Director of Corporate Group in International Enterprise Singapore. In 2008, Ms Tan received the Lifetime Achievement Award at the Lloyd's List Asia Awards for her work in the development of Singapore as an international maritime centre. She was also awarded the Public Administration Medal (Silver) in 1997 for her contributions to the development of the transport and logistics industry in Singapore.

Thomas Timlen,

BIMCO

BIMCO appointed Thomas Timlen as the organisation's Asia Liaison Officer in November 2008. Previously he has served as Head of BIMCO's Security and International Affairs Department. Amongst positions held in Singapore he has served as a Visiting Research Fellow at the S. Rajaratnam School of International Studies, a graduate program of Nanyang Technological University. His career in shipping began in the Claims and Insurance Section of ScanDutch A/S. He has represented BIMCO during sessions of the IMO Maritime Safety Committee and Facilitation Committee as well as at sessions of the World Customs Organisation and the International Organisation for Standardisation. He holds a BSc in Business Administration from Boston University.

Tim Wilkins,

Intertanko

Tim Wilkins is Intertanko's Regional Manager Asia-Pacific, managing Intertanko's Asia representative office in Singapore and representing member's interests in the Asia-Pacific regions. He is Secretary to Intertanko's Asian Regional Panel and is responsible for the association's regional issues. Mr. Wilkins also fulfils the role of Environmental Manager in charge of coordinating and managing Intertanko's environmental agenda, liaising with environmental organisations, national governmental organisations and international organisations such as the International Maritime Organization and the United Nations Environment Program. Mr. Wilkins graduated from Newcastle University with an honours degree in Marine Biology in 1996 and continued his studies in Marine Science at Heriot-Watt University, Edinburgh. Having completed his MSc in 1998.
