The International Maritime Organization has developed draft ban on the use of carriage of heavy fuel oil in the Arctic Sea. However, new research by the International Council on Clean Transportation has shown that it would have a minor impact on heavy fuel oil use and carriage in the Arctic, due to the envisaged exemptions and waivers
