Japan pitches another tax-free IMO carbon tax
- Easier GFI targets and no mandatory RUs to pay
- Measures pitched as middle-ground compromise, but wouldn’t reduce emissions if adopted
- Countries now have three options on the table ahead of MEPC84 in April (as well as further delay)
Japan has suggested removing the NZF’s $100-per-tonne carbon price, meaning ships could trade compliance instead of paying into an IMO Fund. It is pitched as a middle ground aimed at reaching consensus, but also has drawbacks
