The US Army Corps of Engineers proposes to deepen about 13 miles of channels along San Francisco Bay in order to facilitate oil shipments to and from refineries and terminals vital to California's economy. It aims to keep the oil flowing and the costs down
The dredging project is opposed by environmentalists, who see it as promoting the fossil fuel industry just when certain quarters are trying to phase it out
