Shipping is an industry of regulatory laggards, where first-mover advantage is routinely proved to be a costly and naïve myth. Will a ‘wait and see’ attitude to the immediate question of 2020 compliance mean the woolly aspirations of 2050’s 50% cut in carbon becomes someone else’s can to kick down the road?
