Leaked draft amendments relating to the EU emissions trading system would also widen it to cover all voyages in and out of the trading bloc if the IMO fails to bring shipping into line with the Paris Agreement by 2028, and would put 75% of maritime ETS revenues into a new decarbonisation fund
Changes to the EU ETS would add a binding clause to make charterers responsible for the costs of buying allowances, in a win for shipowners. The proposals would also shorten the transition period by a year and add emissions of methane, as well as CO2, to the carbon market
